Ajman Government Offers Innovative Services at Its GITEX Exhibition Platform

The platform of Ajman's presence at the GITEX Technology Week, which took place at the Dubai World Trade Centre until October 10th, witnessed the introduction of services and projects and the signing of a collaboration agreement involving 12 government departments.
 
To kickstart their participation, the Ajman Chamber of Commerce and Industry signed an agreement with "A4Value" to strengthen their collaboration in risk management and foster confidence in both global business practices. As part of this agreement, "A4Value" will conduct training courses and seminars for chamber members while equipping them with cutting-edge tools for risk assessment.
 
In addition, the Ajman Free Zone unveiled its "Start Your Business via WhatsApp" project, which facilitates communication between investors and enables them to inquire about packages offered by the zone. Through this service, investors can quickly establish their companies using WhatsApp with the assistance of intelligence technologies. The registration process is automated once information is provided. Desired package details are also provided.
 
Furthermore, the Department of Tourism Development launched an Open Data Electronic Portal designed to keep up with tourism growth while enhancing transparency and improving services. This portal offers 18 lists containing data related to licenses, tourist activities, and the hospitality sector. It is accessible for use, reuse, and publication by individuals or government entities.
 
Ajman Tourism has recently introduced a reception system aimed at simplifying procedures and creating a database for all stakeholders in line with the high standards set by the seven-star system. This service is available to department visitors, including guests, suppliers, strategic partners, and others. Visitors can conveniently register their entry through a platform by providing their information and requesting meetings with department personnel.
 
Ahoud Shuhail, the Director General of Ajman Digital Government, mentioned that during the GITEX event, more services and projects will be launched. At the same time, cooperation agreements will be signed to enhance further transformation in the emirate.
 
Shuhail emphasized that Ajman's presence at the GITEX exhibition involves participation from 12 government entities. This year's platform showcases improvements in design, space utilization, and scientific and technical activities. These advancements align with the vision of His Highness Sheikh Ammar bin Humaid Al Nuaimi, Crown Prince of Ajman and Chairman of the Executive Council, who aims for a presence of the Ajman Government at the exhibition. The goal is to engage the public in evaluating services while introducing them to experiences and achievements.

The Crown Prince of Ajman, His Highness Sheikh Ammar bin Humaid Al Nuaimi, recently reviewed the project phase report to measure work efficiency and enhance productivity within the Ajman Government. The Department of Human Resources in the Emirate has overseen this project, which includes aspects and recommendations for implementation.
 
In light of this review, His Highness Sheikh Ammar bin Humaid Al Nuaimi has instructed the implementation of the report's recommendations through collaboration with local departments such as the Municipality and Planning Department, the Department of Land and Real Estate Regulation, and the Department of Economic Development. His Highness also emphasized cooperation with the project team. He is providing the necessary support to ensure successful implementation within each department.
 
His Highness expressed appreciation for the efforts made by the Department of Human Resources in completing this phase. The primary objective was to strengthen national workforce capabilities and establish workforce planning for the five years.
 
Furthermore, His Highness urged all government entities in Ajman to make efforts to enhance productivity. He emphasized that it is crucial to develop work strategies aligned with advancements while supporting the objectives outlined in this project.
 
Lastly, His Highness highlighted that it is imperative to focus on developing and empowering resources to improve performance levels, enhance capabilities among employees, and foster overall human capital growth.

His Highness received a briefing from His Excellency Rashid Abdulrahman bin Jabran Al Suwaidi, the Department of Human Resources General Director, regarding the project phase. This phase specifically focused on government entities involved in assessing their organizational structure, work procedures, and how well their units aligned with each department's strategy. It also involved analyzing workload distribution and implementing data analysis techniques to enhance productivity.
 
The presentation covered a range of aspects, including evaluating human resource needs and planning, developing a tool for workload analysis and workforce planning, and compiling a report highlighting enhancements, a human resource development plan, strategy implementation progress, and productivity indicators.
 
His Excellency Al Suwaidi shared that the department initiated this project in the last quarter of the year. He mentioned that it encompassed evaluating 117 units through 44 assessment meetings, conducting 11 on-site visits for evaluation purposes, and facilitating 16 workshops to transfer knowledge.

The project yielded five outcomes, with the significant being a comprehensive report assessing the current state highlighting substantial improvements in organizational structures and work methods; the development of a detailed human resource plan encompassing key initiatives to achieve strategic objectives; restructuring plans for future operations; establishment of performance and productivity benchmarks along with measurement tools; analysis of workloads and workforce planning; and formulation of a comprehensive communication, operational and specialized model plan to enhance human resource efficiency over the next five years.
 
He emphasized that the department's vision revolves around nurturing capabilities that align with Ajman's 2021 vision. This is achieved through an integrated system comprising policies and sustainable work systems, ultimately striving towards government performance.
 
The presentation was attended by guests including His Excellency Dr. Saeed Saif Al Matrooshi, Secretary General of the Executive Council; His Excellency Marwan Obaid Al Muhairi, Assistant Secretary-General for Executive Affairs in the Executive Council; Moza Al Shamsi, Director of Human Resources Policy Department in the Department of Human Resources; well as senior officials, from both the Executive Council and the project team.

The "Ajman Hackathon" initiative, an effort by the Ajman Digital Government, successfully concluded its competitions. It witnessed an exhilarating contest among 50 men and women who took on three technological challenges. They aimed to accomplish feats within a continuous 48-hour work period, all under the presence of His Highness Sheikh Humaid bin Ammar Al Nuaimi.
During the closing ceremony, Sheikh Humaid honored the winning teams in competitions such as the Ajman application, blockchain-based unified identity system, and intelligent transportation. The organizations and institutions that contributed to the success of this initiative were duly acknowledged.
The ceremony included captivating presentations of the projects, and was graced by Ahoud Shuhail, Director General of Ajman Digital Government. On January 27, the Ajman Digital Government took a step towards fostering innovation and enhancing skills by inaugurating the "Ajman Hackathon." This event witnessed the involvement of Sheikh Rashid bin Humaid Al Nuaimi, who serves as the Chairman of the Ajman Municipality and Planning Department and the Supreme Committee for Digital Transformation. The primary goal is to enhance the programming skills of 80 students through a series of three-month workshops.

During this period, 42 government services were successfully transformed into digital services. His Highness emphasized the necessity for the second 100 days of the plan to be more effective in delivering improved services and making significant advancements, as the world is evolving rapidly.
"The world is evolving, and it is crucial to keep pace with this transformation. We must exert more effort, and our qualified national workforce has the capability to convert all government services into digital services with the dedicated efforts of our teams, who are wholeheartedly committed to driving change. We hope to witness all services within the government of Ajman, its institutions, and authorities, transitioning into digital services as swiftly as possible," stated His Highness.
This statement came after His Highness attended the third meeting of digital transformation partners, where the advancements in information technology were discussed. The United Arab Emirates has been proactive in incorporating these advancements into its government services in line with the latest global standards, successfully offering services tailored to the needs of its users.

A unified communication platform for government services that contains all service anchor points between local authorities and federal agencies, in addition to private sector entities, with the aim of providing the Emirate’s services in an integrated and consistent manner. The platform also helps facilitate the transfer of data between the various systems of the participating entities in an easy and smooth manner. This enables customers to benefit from the services provided within one digital portal.

The Percentage of Digital Service Adoption

Adopting digital services is an important step for the digital transformation of the Emirate of Ajman. Therefore, the Ajman government took the initiative to design an indicator that measures the extent of adoption of digital services by entity customers at a semi-annual pace.

Measurement Method:
The total number of service transactions submitted through digital channels, divided by the total number of completed transactions across all provided channels of the entities x100.

UAE Government Launches 'Bait Amer' Services

The Government of the United Arab Emirates, in collaboration with the Ajman government, has launched the "Bait Amer" service package in a pilot phase, initially covering the Emirate of Ajman. The implementation is carried out in partnership with various federal and local government entities, with the aim of enhancing the user experience in the process of building and transitioning to a new home by simplifying and expediting procedures.
The package includes reducing the steps involved in the user's journey of construction and moving to the new residence from 14 steps to three key steps. This is achieved by identifying the challenges faced by users, standardizing procedures, and developing a dedicated electronic payment system for the service.
The launch of "Bait Amer" took place during the GITEX Technology Week 2019. The participating entities in the service signed a cooperation agreement to implement the project, including the Ajman Digital Government, the Federal Electricity and Water Authority, the Emirates Telecommunications Corporation, the Municipality and Planning Department in the Emirate of Ajman, and the Ajman Sewerage Company.
The steps to obtain a construction license involve submitting the architectural plan and construction permits. Subsequently, the user can submit the construction plan, technical drawings, and request contractor approval through the "Amar" system. Following this, fees can be paid, and the license obtained within just 5 working days, without the need to visit customer service centers.
After completing the house up to 95%, the user can apply for the final inspection of the residence through the "Amar" system. All partners are then notified to begin the inspection procedures by the Federal Electricity and Water Authority and Telecommunications. Upon passing the inspection standards, the user can instantly print the achievement certificate through the "Amar" system without having to submit an application. Following this, all partners are notified to commence the activation of all services, including water, electricity, phone, internet, and sanitation services, within 12 working days from the date of receiving the achievement certificate.

Ajman Crown Prince issues decision to form Business Continuity Committee

H.H. Sheikh Ammar bin Humaid Al Nuaimi, Crown Prince of Ajman and Chairman of the Ajman Executive Council, issued a decision to form the Business Continuity Committee of the Ajman Government.

The committee, which will coordinate and cooperate with Ajman’s Crisis and Emergency Management Administration Team was formed due to the keenness of the Ajman Government to maintain the highest level of services of local government authorities and ensure their continuity.

The committee’s formation also aims to reinforce the continuity of business, according to the best international practices and in line with the required standards of specialist federal authorities.

The committee will be responsible for drafting a business continuity programme involving local government authorities, assessing current government practices to explore possible ways of improving services during emergencies, coordinating with relevant national authorities, representing the emirate in related meetings and committees, and communicating with Ajman’s Crisis and Emergency Management Administration Team to achieve the committee’s objectives, as well as communicating with media outlets regarding issues related to the committee’s functions or any other functions assigned by H.H. Sheikh Humaid bin Rashid Al Nuaimi, Supreme Council Member and Ruler of Ajman, or Sheikh Ammar.

The decision stipulates that the committee will be chaired by the Head of the Crisis and Emergency Management Administration Team, and its members will include the Deputy Commander-in-Chief of the Ajman Police, the Director-General of the Department of Municipality and Planning, the Director-General of the Department of Economic Development, the Director-General of the Department of Finance, the Director-General of the Transport Authority, the Director-General of the Ajman Smart Government, the Assistant Secretary-General of the Executive Council for Executive Affairs, the Executive Director of the Ajman Statistics and Competitiveness Centre, the General Coordinator of the Ajman Excellence Programme, and the Director of the Ajman Contact Centre.

The decision obliges relevant government authorities in the emirate to fully cooperate with the committee and help it achieve its objectives.

He received a briefing on the services and projects introduced by Ajman Digital Government and other participating entities at the exhibition.
 
During his visit, Sheikh Rashid bin Humaid Al Nuaimi expressed his admiration for the projects and initiatives offered by the Ajman Government. These endeavors aim to provide citizens with efficient and top quality services. He acknowledged that GITEX serves as a platform for departments, institutions, and companies to come together under one roof to exchange experiences and stay updated with the latest applications and intelligent services. Additionally, he took pride in highlighting the Ajman Government's role in the transformation, which has streamlined procedures and empowered stakeholders to complete their transactions more effectively.
 
His Excellency Abdulrahman Mohammed Al Nuaimi, Director General of Ajman Municipality and Planning Department, along with Dr. Engineer Mohammed Ahmed bin Omair Al Muhairi, Executive Director of Infrastructure Development Sector, at the Department launched the version of the "Ammar" system.

This system encompasses six services provided by the Planning and Survey Administration. These services include issuing site plans and other tasks such as printing and renewing land plans, dividing or merging land, changing land use, and modifying land properties.
 
Abdulrahman Al Nuaimi, in his position, highlighted the Department's commitment to streamlining transactions and expediting stakeholder requests in the shortest possible time. He also emphasized the Department's efforts towards transformation to enhance satisfaction and happiness among stakeholders.
 
Dr. Engineer Mohammed Ahmed bin Omair Al Muhairi elaborated on the launch of intelligent services by the Department. These services have significantly improved performance and enhanced stakeholder experience. He also expressed anticipation for introducing services for public benefit.
 
To bolster IT capabilities and ensure service provision with an efficiency rate of up to 99%, Abdulrahman Al Nuaimi signed a memorandum of understanding with Dell Company for implementing the "Sanad" project. This strategic initiative underscores the Department's dedication to incorporating cutting-edge technologies into its services.
 
As part of expanding services, Undersecretary Saif Al Shaafar from the Ministry of Interior launched the "Rahiloon" service through the Ajman Polices application.
This service helps with notifying about deaths, finding burial sites, and dismissing traffic violations for those who have passed away. It collaborates with the Public Prosecution, Ajman Funerals, and Khalifa Hospital.
 
Finally, the Ajman Government platform recently witnessed the signing of an agreement between the Department of Tourism Development and Flabulous FZ LLC. The main goal of this agreement is to create and launch an application that uses a points system to motivate employees. This initiative aims to promote innovation and excellence within Ajman government services.

Ajman Committee discusses preparations for FNC elections

The Ajman Committee for the Federal National Council, FNC, elections has met to discuss preparations for the fourth cycle of elections next October.
Rashid Abdul Rahman Al Suwaidi, Chairman of the committee, stressed the importance of scaling up efforts to provide facilities and assistance to both candidates and voters.
He said the meeting also discussed measures required to implement President His Highness Sheikh Khalifa bin Zayed Al Nahyan's resolution to raise the female representation in the house to 50 percent under his political empowerment programme, which he launched in 2005.
Al Suwaidi and other members of the committee inspected the committee's headquarters and spoke to the employees about preparations for the elections.
The National Election Committee, NEC, has issued a Voter and Candidate Guide for the FNC elections 2019 to enable members of the Electoral College to exercise their franchise and run for the council in an appropriate manner.

Growth in Business Activity in Ajman During the First Quarter of 2019

During the first quarter of this year, the Emirate of Ajman witnessed a notable surge in the issuance of business licenses, marking a 59% increase compared to the previous year. These licenses include those for industrial and professional purposes. Additionally, renewed licenses have also seen a 41% increase. These positive numbers reflect business people and investors' trust in the economy. It signifies a future for business growth in Ajman as efforts are being made to develop the business environment and enhance regional and international competitiveness.
 
According to His Excellency Ali Issa Al Nuaimi, Director General of Ajman's Department of Economic Development, the continuous growth in business licenses validates the economy's strength. It also showcases its desirability as an investment destination. This success is attributed to Ajman's location, infrastructure development, and other economic and social assets. The availability of opportunities across sectors further contributes towards achieving their vision of establishing a competitive, diverse, sustainable economy driven by knowledge and innovation by 2021. The department remains dedicated to stimulating businesses and enhancing services and facilities for investors while focusing on value-added activities. 
Fatima Ahmed Al Shamsi, the head of the Department of Economic Planning and Studies, mentioned that 1,665 licenses were issued in the first quarter. These licenses were distributed as follows: 1,191 licenses, with an increase of 80%; 418 permits, with a rise of 25%; and 35 industrial licenses, with an increase of 75%. 
The number of renewed licenses reached a total of 6,484. This included 3,163 licenses with a growth rate of 29%, 3,093 professional licenses with a growth rate of 58%, and 215 permits with a growth rate of 19%.
 
Furthermore, there was an increase in permits by around 12%, totaling around 13,835 permits.
 
Building maintenance emerged as the sought-after activity among the issued licenses, with a total count of 456 licenses. This was followed by cleaning services (148 licenses) and external cleaning services (117 licenses). Similarly, regarding renewed licenses, the demand for building maintenance remained high, with 832 licenses. Interior design and decoration ranked second with 419 licenses. Painting services came third with 329 licenses.

The Ajman Digital Government has recently introduced the Open Data initiative in collaboration with the Emirate of Ajman government departments. The purpose of this project is to encourage the involvement of both community and governmental sectors in supporting the Ajman 2021 vision. The aim is to create a content future for Ajman by utilizing data.

The initiative encompasses over 90 data sets, all of which can be accessed on the 'ajman.ae' website. These datasets cover business activities, transportation, and infrastructure, trade and industry laws, tourism, economy, and finance.
